RICHARD HELFMAN Richard Helfman is a 1964 graduate of City College of the City of New York, and a 1967 graduate of Brooklyn Law School. He is admitted to practice in New York. Mr. Helfman has many years of experience as a commercial closing attorney involving construction, end loans, multifamily, shopping center, and underlying mortgages on cooperatives. In his capacity as general counsel to a savings and loan association, he has rendered legal opinions and assisted in the formulation and preparation of regulatory policies consistent with the requirements of the Federal Institutions Reform, Recovery and Enforcement Act, the Federal Deposit Insurance Act and the Community Reinvestment Act of 1977. |
